I think it isint any specific right, but you just have to be part of the
administrators group. If you want others to be able to access it outside of
the administrators group, delete the key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurePipeServers\
winreg
Thats for Winnt...anyone else input would be helpful
