Locking down public access workstation

Does anyone have any suggestions on how I can lock down public access
terminals with NTFS? I need to restrict access to the hard drive and
allow users to save only to floppy disk. If necessary, I will
compromise and restriction users access to their own profile.
For the record, I hate to be this restrictive, but even with our
current security software, which vritually locks down virtually
everything, users are finding ways to make changes to the
workstations.
