User Manager setting

I am familiar with the 'net accounts' command that allows one to set
the password and lockout policies for User Manager. Unfortunately,
this command does not have a switch to set the field, "Users must log
on in order to change password".

Does anyone have any ideas on how to select this field with a script
or registry change. I am trying to avoid doing this manually server
by server.
