This one took a fair bit of figuring out. It turned out that when we
had installed Active Directory, the ADMINPAK.MSI had failed and rolled
back, but no-one had noticed at the time. There was some bizarre
problem at ftp.mib reading from the CD.

This turned out to be a known problem requiring W2K SP2 to fix. After
we installed SP2, we were then able to install ADMINPAK.MSI. Then we
had the gpedit.msc policy editor.

Of course, our corollary is that once we had gpedit.msc, we realised
that we didn't really need it.
