Where is gpedit.msc?

I have a Windows 2000 Advanced Server installation. After installing
AD, I have files gpedit.log, gpedit.chm, gpedit.hlp and gpedit.dll.
But I have no gpedit.msc. Does anyone know where this file is? MMC
complains that it is missing whenever I try to administer the group
policy. (Obviously I have searched my local drive.)
