FTP "Opportunities"

On a 2000 DC Server I am having difficulty getting FTP to work. If I
log in with an admin account it works fine. If I log in with a users
account I get a logon not allowed error. I have attempted to grant
the local logon right to the user in question both thru GPO's and
Local Security Policy. I believe it is a rights issue, I just can't
seem to get the correct rights to the user account.
