Both parts of your previous statement are nonsenes. ARP isn't part of DHCP
(1) and it's used in ethernet networks regardless of DHCP server (2).
By the way, there's no such thing like "DHCP networks". You are certainly
confusing terms and protocols.

Apologies if I may seem to be confusing terms and protocols. Please help
to clarify some questions of interest to me and possibly other readers, if
you will be so kind.
Terminology aside for the moment, I am quite sure that I have read that
ARP is a sub-protocol of DHCP. I understood that ARP does not exist
outside of DHCP. I don't have a reference available, and I do not intend
to argue as any kind of expert. If you will please produce useful
references I will gladly read and try to learn.
OK. See the specifications: RFC 826 (ARP) and 2131 (DHCP).
If you didn't misunderstood your information source and it really says
such an untrue things, then throw it away as far as you can.
