That's certainly possible in my case because I have a static IP which is
linked to my personal domain name which means that a whois would reveal my
address. However most of the world uses dynamic IPs. Are you saying that
doing a lookup on a dynamic IP supplied by a cable or DSL provider would
reliably provide the name of the town?

Not completely reliably. You could, for example, dial in to a machine in
some arbitrary location and connect through that machine, in which case
the location of the machine you're connecting through would be apparent,
but not necessarily your own location.

Or you could use an obfuscating proxy like "tor" (http://tor.eff.org) to
obscure your own IP address and location.
