If by North America, you mean the US alone - try http://www.blackholes.us/
or http://countries.nerd.dk/ You should be aware you are going to run
into a few problems with that.

The US has 31391 assignments - the rest of the world 39191. That's as of
the 15th. If you want to add Canada, that's 4936 more - (36327 vs 34255).

That's the first octet of the address. You might note considerable overlap.
Addresses were not assigned by the RIRs on a country blocking basis. See
http://www.iana.org/assignments/ipv4-address-space and note all those
"Various" blocks.
