That a very large number of the IP addresses on that list which appear to
be inside the US are probably pointing to machines that reside outside
North America. The fact that an IP address block is allocated to an
American registrar or company doesn't mean that said entity can't make it
point to any machine anywhere in the world.
Likewise, it's trivial to make an APNIC address point to a machine in
Kansas. ;)
