Can you help to evaluate crypto software?

I just hired a Russian programmer to implement a certificate generator
for the Secure Real-Time Transport Protocol (SRTP).

The program in question should implement equivalent functionality
as the one provided by this web page:

         http://voxilla.com/certrequest.php

I will place the source code in the public domain, but I need the
help of knowledgeable cryptographers to evaluate the software's
integrity.

Any suggestions on how to proceed are most welcome.
