try this.
say chmod u+s /usr/sbin/netconfig
create a regular user for him (you can delete the user after every
thing is over)
ask him to login as regular user and use /usr/sbin/netconfig to
reconfigure your network card.
I have not tried it. You may want to try it out in your office before
you ask him to do it.
