I'm not sure how this is done, but I am wondering _why_ you want this
done. The idea behind the root account is that the system admin has
access/control over the entire system. If a user can make files in /tmp
and lock root out, it presents a serious problem, the system can no longer
be fully administered.
I'm not entirely sure this can even be done.
