user jail howto?

Hi,
I'm running Red Hat 9 and am trying to figure out how to set up a user
jail (that is, when a specified user logs in on the console or via
ssh, he has access to only part of the system). I take it that chroot
is used somehow to do this, but I haven't been able to find much on
how to set up config files etc to accomplish what I want. I found an
old package called jail, and with it I can set up the jail area, but
its analog to adduser fails (I'm guessing significant changes in the
typical linux system configuration have occurred since the last
release of this package three years ago).
Can anyone point me to a HOWTO-like document on this subject?
