This appears to be basically another form of "reverse MX records", for which
there are already multiple proposals before the IETF. The biggest
difference I see is wrapping the information in XML in an "email policy"...
which personally, I don't see as a big win, myself.
I'd personally rather wait for the IETF to make a decision than rush ahead
and implement a proprietary protocol for it on my box. Right now,
Spamassassin is handling the vast majority of my spam problem.
