By definition, each node at any level of the tree can be a
registrattion authority that hold its own registry for its subsequent
nodes. Thus the "theoretical" answer is no :)
But there is a repository that gathers 53,000 descriptions of OIDs
freely available at: http://oid.elibel.tm.fr
All OIDs defined in all ITU-T Recommendations and all IETF RFCs (as
well as a lot of others!) were entered in the repository.

It could be easy to implement a web service that queries our
repository, but this is not planned for the near future.
