ASN.1 Does Global OBJECT IDENTIFIER Directory Exist?

Is there a global database of ASN.1 registered OBJECT IDENTIFIERS?
Some specifications (i.e. X.509 Certificates) SubjectPublicKeyInfo
specify "parameters" of type ANY DEFINED BY algorithm OPTIONAL, where
"algorithm" is a value of type OBJECT IDENTIFIER.
Are there any X.500 directories, related database agents, that
can be used to help resolve PDUs and other structures that are
referenced by OBJECT IDENTIFER values?
Such a database would be welcome when network integration activities
are to be effectively deployed, and new products designed.
