My telnet responds like so:

Yet, I have the same problem of not being able to send email
via SMTP. This is on Mandrake 9.0 in my case. MDK8.0 was no
problem. My issue started when I increased msec to 3. After I
decreased msec back to 2 (the default at time of installation)
the problem persists. Before I adjusted msec everything worked
fine. Can I get this to work without a reinstall? Any ideas?
