Unfortunately, CVS doesn't support PAM. We had the same problem... the
result was a (rather ugly) hack for PAM support in CVS 1.10.8. I've put
it on my homepage:
http://medien.informatik.uni-ulm.de/~stefan/cvs-1.10.8-pam.dif.gz
After creating an appropriate file called "cvs" in /etc/pam.d, the patch
worked on our server... no guarantee it'll work somewhere else, or on other
CVS releases than 1.10.8.
