Iptables service vs. forwarding?

Hi,
I was wondering if it is possible to disable the package forwarding if the
iptables service goes down?
/proc/sys/net/ipv4/ip_forward -> 0 ???
If the iptables service stops, then my firewall is disabled, and everyone
can take advantage of the routing table of my linux machine, and the entire
network is available...
Any suggestions?
