Do you have ATZ[0|1] for initialization on reboot? The factory profile(s)
are not changed.

If using ATZ doesn't work, put the ATS0=1 into the modem initialization
string. My modem recognizes the AT&W0 but doesn't store a the profile
in non-volatile memory. The modem is not a USR but the command is
accepted without error, very likely for "compatibility" with the old
Hayes standard.
