Redhat 8.0 built-in firewall

When I installed Redhat on my system, I had the ability to set a firewall
security level. I set it to medium. But it configured full. Somehow I can't
change this setting.
I've tried in gnome environment, and in text environment with the setup and
then the firewall setup. But every time I change this setting. It is
restored to the old (full) setting.
Is there another way to configure this firewall?
Of course i'm logged in as root
