Socket/port managment

Hello.

I want to know whether under Linux it is possible to manage port
permissions. For example, I want to allow group alphabeta to be able
to bind to tcp port 635, but forbid anyone else from doing this. Also,
same goes for any other port-user combination. Does anyone have any
ideas? Perhaps you can point me in the right direction?
