It might be as simple as the whole basic UNIX user/group/other security
bits. If I'm in group "user" and another user is also in group "user" and
has a file that's group readable, then I can read it. I'm sure there are
plenty of HOWTOs that cover this sort of thing: try searching google.com
for chmod, chown, UNIX file modes or something.
