Who said anything about piracy? If you have legally obtained
some data files of course your free scanner may also use them.
If you have to pay the same price for data files as you
would otherwise have paid for data files and scanner the
price will never be the reason to use the free scanner. But
there could be other reasons to use a free scanner.
