I still cannot ssh to my redhat server

Hi all,
I wanna ssh to my RedHat 7.2 server, but I got some problem. I'm sure I
started the "sshd" service and no any "ipchains" or "iptables" was running.
When I use "setup" and "firewall" to adjust my server policy, I found that
the setting always stayed at "HIGH LEVEL". Although I had changed the
setting to "No Firewall" or "CUSTOME" for lotsa times, it just keep on "HIGH
LEVEL".
Would you please help me out?
