You could try Coyote linux or freesco for a basic setup. You wont get
many services running in 8mb ram, perhaps dhcp but certainly not a
proxy cache.
Linux in general will not support winmodems ie. 95% of internal modems
without a special somewhat experimental driver which works for SOME
winmodems only.
I personally use Smoothwall on a p100 16mb ram. Old pc's of such types
are quite cheap to obtain and it does the job well.
