My guess as to what has happened in this case is that you have blocked a
different program from accessing the internet (because I assume you didn't
block FTPX from accessing). An example of this was when I couldn't receive
emails on this computer, it was because I had blocked Generic Host Process
from accessing the internet).
My recommendation would be to change all programs to ASK mode if they are on
BLOCK, and then try using the ftp program. This might just then ask you if
the critical process is allowed out to play.
