Cybersitter logs

Does anyone knows how to protect a directory on a hard drive without
bloking (or perhaps allowing) a program to actualy using it?

I other words, I try to protect Cybersitter logs so that no user has
access to them (they can be easy to modify). But obviously, I still
want Cybersitter to modify the file and use it as it wishes.

I have Windows 98.

Any suggestions or questions?
