virus won't leave even after formating?

I have a virus on WIN XP that won't let WIN load, so first I used
Norton 03 as a boot disk to see if it could get rid of it, nope
wouldn't scan. So I had no where to go so I just formated my only
drive completely, watched it count down the percent to 100, then
restarted, still there. If my only drive is formated where the hell is
the virus? Any info will be much appreciated.
