You are stating, paraphrased,
"Internet Service Providers are paid by spammers."
That is doubtful.

Have you considered many servers are victims? It is illogical to
expect servers to know of, identify and remove every single
spammer, before spamming occurs.

I have enjoyed a number of conversations with the president, vice-president
and enjoyed conference calls with a group of techs, at our backbone provider.
Most of this was related to the SWEN spamming virus, and discussions on
improving their granularity filtering. We also discussed email spam. They
are taking very aggressive measures to prevent spam, but cannot prevent
all spam, all the time. They are also blacklisted despite their investment
of time, effort and money into preventing spam.
Many scream, display anger, abuse others and use vulgar language,
in lieu of intelligent due process.
