What kind of connection?
Some connections, like one-way cable modem systems, will dial in if
any Internet-bound packet data is sent, which your system naturally
generates at startup; they use this to their advantage so that you'll
be connected (or part-way there) by the time your machine finishes
booting.
More likely, though, is that you've been hijacked by a dialer, in
which case the "ISP" you're using may well not even be yours. Standard
advice applies: first try running the "Big Three" -- Ad-Aware
(http://www.lavasoft.de), SpyBot (http://security.kolla.de), and
SpywareBlaster (http://www.javacoolsoftware.com/spywareblaster.html).
If that doesn't stop the problem, post back here.
