I have posted this and read other reports in Bugtraq, but for those of
you that are not subscribed, here it goes:
Windows security update 823803 (Microsoft Security Bulletin MS03-029)
creates problems with RAS manager on NT machines. We have installed
the patch on an NT 4 SP 6A server and after the reboot we saw the
message about one or more services that didn't load on startup. After
the examination of the logs that -among other things- told us about
the RAS manager, we uninstalled the patch. Unfortunately, the problem
was still there even after we uninstalled and re-installed the RAS
service, so we decided that re-installing the server operating system
would be our quickest and safest bet at the time.

It seems that it's not only the admin's fault when the patches are not
installed, is it ?
