Assuming these are popups that appear while browsing, not from some trojan
installed on your system, may I recommend:

I haven't seen a single popup since. It's also easy to disable (just click
the counter while on the page in question) it for any site you *do* want to
catch a popup on.

That does seem to indicate you feel they're popping up from something
installed on your system, not via browsing. If so your best bet would be
adaware and all those other programs that check for and remove spy/adware.
I'm not well versed in them as I've never had a problem and thus no need to
scan my system for any, but I'm sure others will gladly fill in the blanks.
Or a google of the group will probably turn up several urls.
