What is that supposed to mean?
The Federal government is not going to declare anybody bankrupt unless they
are in fact bankrupt. Bankruptcy is a financial state of affairs, not a
penalty. There is no such thing as "on pain of bankruptcy".
Even if it were illegal to cause an accident of this nature (which it's
not), accidents do happen - so why do you think "something is wrong here"?
