Try NetPeeker http://www.net-peeker.com
It can reveal every connections and trace back the suspected address and
tell you the owner.
But if you got the IP addresses from other source, you cannot input them
into NetPeeker to find out the owner, you can try WHOIS service at
www.arin.org
