Barring download automatically

When browsing some sites, I get a dialog asking for download of a
dialler/downloader/whatever.
The URL is numeric, so it looks like setting it to 127.0.0.1 in hosts does
not work (Windows 2000). Anyway, they are likely to change them now and
then.
On the other hand, those guys have certificates (mostly from Thawte, but no
blame on them).
Is there any way I could set something up to just refuse and drop anything
that refers to a given certificate, a bit like a blocked senders list in
e-mail?
