I believe that if you click on Tools, Folder Options, View and uncheck "Use
simple file sharing (recommended)" in the list that is displayed you will
see the NTFS security tab display in standard operating mode. This should
allow you to set permissions on a file/folder without the need to go into
safe mode.
This is the case in XP Professional anyway - I have never used XP Home
edition, but I would assume it is the same.
