I think you over estimate the abilities of government agencies.
Don't forget they are staffed by underpaid civil servants, who
often suffer from lack of motivation, and are hampered by
bureaucracy. I used to be one. The best brains are attracted
to dynamic high-tech private companies, or form their own.
