Excellent point. Check the Risks Digest archives.
After the World Trade Center was bombed in
1993, many businesses that operated data
processing out of the trade center moved to
a backup site in NJ. When an unrelated
emergency occured at a bank later that year,
the backup facility was filled to capacity and
unable to accept the additional workload.

Always be very wary of sentences that begin,
"what's the worst that could happen?"

The Titanic, the Maginot Line, Pearl Harbor,
_both_ World Trade Center disasters, and
many thousands more prove one thing; we
tend to seriously underestimate the worst
that could happen.
