    I would personally stick the Windows 2000 webservers off in one or
    more DMZs where they have no access to any services you don't
    actually need in production, and nothing has any access to them
    except as needed for production. Once that's done, you can start
    worrying about additional restrictions.

    For testing, a local copy of IIS bound to localhost only should be
    more than enough.
