you should take a look at Secure Computing's Trusted source technology.
it's reputation based and can detect new bots and phising sites.
it's also integrated into most of their product.

Assuming you're the mail administrator for your org, and can set up a
mail gateway or integrate it with your current mail architecture in
some other way, ClamAV, using the Sane Security signatures, can detect
and discard a lot of phish.
