Try PGP (www.pgp.com). With two different keys (admin key and user key) you
can manage the encrypted data in a way that you would like to.

I have a client who wants to auto-encrypt all external storage devices
as soon as they are plugged into the computer. Essentially they want
the external device to be bound to a single computer. But they also
want the ability to recover data from the external storage media if
the computer goes bad.
