Enterprise Level Email Encryption

Hi All,

I am looking for and enterprise level email encryption program that will
meet the following criteria.

1) Seamless email encryption with Outlook & Outlook Express with the minimum
possible intervention required by end users.
2) Ability to send encrypted email to non-encrypted email recipients - i.e.:
sending to non-company recipients like, business partners, etc.

If possible:
3) Server based, policy enabled.

Suggestions?
