you can deny a specific computer from receiving an IP address with the DNS settings in windows 2000 and 2003 based on its MAC address. You can also assign IP's to specific computers in those settings as well. step by steps should be easy to find in any current MS DNS book.
Additionally you could deny connectivity to a certain client computer at the router/switch level. i know you can do it with Foundry and Cisco products.
