Yea sure, my fave tool to this end is hping2. If your into python
look into http://www.hackaholic.org/papers/blackmagic.txt.
As a network hacker you can't be without hping and netcat, IMHO.
I also coded my own raw packet reply app in assembly a while back
but I doubt it'd be of use to anyone but me.
