You may want to look at PKI , No money, try Thawte Certificates, or issue your own, Server 2003, Linux who cares as long as it maintains the standard structure.
You can save off the signed mail address into your address books on either end, and once the recipient has the senders public key, they will be able to encrypt any future mail sent to that sender. Look under mail send options (security). Pretty simple, very flexible, works well with outlook.
