Actually those are not really a problem. A year or so ago the German
Federal Goverment issued a formal complaint to the US because CIA
operatives were huting down terrorists in German soil (and I mean
hunting them down physically), what resulted in some public order
incidents in some German cities, if I'm not mistaken. I guess it's not
nice to have people shootting each other in the apartment next door,
unless you live in New Jersey, of course.
