    The local employee is not inherently more trustworthy than an offshore
    contractor.

    However, the local employee is subject to the laws of the country in which
    the company operates. In the United States extortion is not treated lightly
    and the employee would likely have been visited by the police or federal
    authorities and could probably count on spending some time behind bars.
    It's likely that the local employee would be at least somewhat aware of the
    consequences of such an action. Depending on the laws of his country and
    existing agreements between his country and the company's country, the
    offshore contractor may have nothing to fear.

    My opinions only, of course.
