    Well, subject says web, text says internet...
    But maybe urlsnarf from the dsniff package is sufficient for you.

    Advanced it is, by Dug Song, expensive it's not, I believe it's free though
    I didn't find any reference to GPL or another license there the ~15 seconds
    I looked.
